Differences of Opinion

• During the tender evaluation the subject matter expert is having a major disagreement with the other panel members. The finance and contracting panel members are quite adamant in their choice for the preferred supplier.  They insist that the supplier preferred by the subject matter expert is too expensive and has too often failed to comply with contractual obligations.  The subject matter expert believes these issues can be resolved through negotiation, and this supplier would be the best at delivering the required services.  As the chair how would you resolve this issue?
